Romania’s capital and largest city, Bucharest is the country’s cultural, industrial and financial center. Bucharest is located in the southeast part of the country, less than 37.3 miles north of the Danube River and the border of Bulgaria. Bucharest’s metropolitan area is home to around 2.27 million people and is traditionally considered to be built upon seven hills. Tibi

Bucharest is known to have many street dogs. Now, four of them have been put to work, having received special training before making weekly visits to an elderly people’s home in west Bucharest. The visiting pups offer residents love and companionship while changing perceptions about strays. A 2013 law orders that stray dogs be euthanized unless they find a home, which has led to thousands of stray dogs being put down. It is estimated that there are still tens of thousands of street dogs in Bucharest and many of Bucharest’s residents are wary or even hostile toward the pups.

Diana Dumitrescu, a psychologist for the elderly, was skeptical at first regarding the project at the care home. Ms. Dumitrescu admits that she has since changed her mind, stating, "It's very important for them to have something to look forward to; it's a reason to look forward to next Wednesday." The dogs that visit the home each week are Rici, Tzuca, Mulan and Tibi. At the age of 11, Tibi is the most popular among the residents. The pup sits quietly while residents pet, cuddle and stroke him. He also enjoys sausage and biscuits given to him by the residents. According to Dumitrescu, resident Alexandrina, who is in her 70’s, has had her life changed significantly as a result of weekly visits by Mulan, a 4 year old female stray the color of Cognac. Explains Dumitrescu, "She is a schizophrenic. She didn't go out, she didn't make any visual contact until she met the dogs and from that point on she became functional."

A psychologist from the animal welfare group Vier Pfoten, the organizer of the project, explained that the dogs went through a rigorous selection process; a dog has to enjoy human company and not be aggressive in order to be chosen. Even after being trained, the dogs take refresher courses. According to resident Constantin Ionita, who is 78 and a former economist, "The dogs make me feel safe; they make me feel better about myself and offer me love.”

The most popular of the visiting pups is Tibi, called “my boy, my love!” by Elena Calugaru, age 60. She states, “I have nobody in the world apart from Tibi”.
